About the Author
Dr Assefaw Bariagaber is an Associate Professor and is Co-ordinator of the Africa Specialization Program at the John C. Whitehead School of Diplomacy and International Relations, Seton Hall University, USA. He is the Associate Editor of the Eritrean Studies Review, and Secretary of the Eritrean Studies Association and Executive Council Member of the Association of Third World Studies. He is also a Consultant to the UNHCR on refugee issues in the Horn of Africa. He was a Princeton University Fellow in 1998-1999 at the prestigious Center of International Studies, Woodrow Wilson School of Public and International Affairs.

still very unresolved

Large refugee migrations have been the hallmark of many prolonged conflicts. The book looks at the situation in the Horn of Africa. Where Somali, Ethiopia, Sudan and Eritrea are some of the poorest nations on Earth, due in no small part to recent wars. While the Sudan civil war currently occupies the front pages of newspapers as I write this, the book is a timely reminder that other refugee groups exist in the region. All of these offer the prospect of ongoing unrest and poverty. Very hard to develop a country under these conditions.
Repatriation is studied. But it is difficult. Sometimes, refugees fear returning, perhaps with ample justification. At the very least, it needs a tamping down of the original conflict that led to migration. But we see that refugees often put down roots in a host country; especially if they are in an urban setting, which offers more prospects for finding jobs.
The conclusion is not upbeat for the Horn of Africa.
